The Essence
Al-Waali is the Supreme Governor who dictates, rules, and directs all affairs in the cosmos. Nothing occurs except by His management and permission.
In the Quran
وَمَا لَهُمْ مِنْ دُونِهِ مِنْ وَالٍ
"And they have besides Him no protector/governor (Waali). (Surah Ar-Ra'd 13:11)"
In Your Duas
يَا وَالِيَ الْأُمُورِ تَوَلَّ أَمْرِي بِمَا يُرْضِيكَ
"O Governor of all affairs (Waali), manage my matters in a way that pleases You."
