The Essence
Al-Hakam is the Supreme Judge and the Ultimate Arbitrator. He judges between His creations with absolute fairness and perfect justice. His rulings in the Shari'ah and in destiny are flawless and final.
In the Quran
أَفَغَيْرَ اللَّهِ أَبْتَغِي حَكَمًا وَهُوَ الَّذِي أَنْزَلَ إِلَيْكُمُ الْكِتَابَ مُفَصَّلًا
"[Say], 'Then is it other than Allah I should seek as judge (Hakam) while it is He who has revealed to you the Book explained in detail?' (Surah Al-An'am 6:114)"

يَا حَكَمُ احْكُمْ بَيْنِي وَبَيْنَ مَنْ ظَلَمَنِي بِالْحَقِّ
"O Hakam (Judge), judge between me and those who have wronged me with absolute justice."
